Answer: Thank you for your question, Alua. Distance learning is the time of new technologies, and today distance learning on the Internet is carried out using the most modern programs. More and more educational organizations in the world are introducing online learning, primarily for the convenience of their students, master's and doctoral students. Thus, we can conclude that the distance learning format allows for a more flexible educational process.

The university staff has responsibly approached the task set by the Ministry of Education and Science of the Republic of Kazakhstan to transfer all students, undergraduates, master's students and doctoral students to distance learning.
We have accumulated many years of experience working with distance learning technologies, which are constantly improving, the Faculty of Distance Learning is engaged in coordinating issues in this area.
Regarding your question regarding the use of distance learning technologies for doctoral students on a permanent basis, we inform you that this decision cannot be made by the university due to the following legislative restrictions:
"Training in postgraduate education programs is carried out in the form of full-time education" (clause 1 of Article 36 of the Law of the Republic of Kazakhstan dated July 27, 2007 No. 319-III "On Education");
"Distance learning technologies are used by students in postgraduate education programs under academic mobility programs when studying disciplines in a total volume of no more than 60 academic credits for the entire period of study" (clause 5 of Article 6, Article 27 of the Order of the Minister of Education and Science of the Republic of Kazakhstan dated March 20, 2015 No. 137 "On Approval of the Rules for Organizing the Educational Process Using Distance Learning Technologies").
Dear University Management, Thank you for creating comfortable conditions for studying through distance learning technologies for doctoral students during the state of emergency related to the spread of coronavirus. However, I express concern that after April 15, the risk of transmission of coronavirus infection will remain, especially in the context of a sharp increase in direct contacts within the university and beyond. Is it possible for first-year doctoral students to complete the current academic year remotely, including passing the exam session and the required reporting?
The development of the situation with the spread of coronavirus infection has forced 180 countries and territories to develop measures to counter the threat, the effectiveness of which will be assessed after a complete victory over the pandemic.
Thus, according to the Decree of the President of the Republic of Kazakhstan K.-Zh.K. Tokayev "On the introduction of a state of emergency in the Republic of Kazakhstan" No. 285 dated March 15, 2020, "In connection with the declaration by the World Health Organization of the new coronavirus COVID-19 as a pandemic, in order to protect the life and health of citizens, a state of emergency has been introduced in accordance with the legislation of the Republic of Kazakhstan throughout the territory of the Republic of Kazakhstan for the period from 08:00 on March 16, 2020 until 07:00 on April 15, 2020. ". Within the framework of this Decree, the Ministry of Education and Science of the Republic of Kazakhstan made a decision to transfer all categories of students to distance learning for the duration of the state of emergency, i.e. until 07:00
