SCIENCE

SCIENCE

The development of science, technology and innovation is one of the key areas for improving the country's competitiveness. We determine the priorities of national science in accordance with international requirements and national interests (from the speech by K.J. Tokayev dedicated to the 75th anniversary of the National Academy of Sciences on June 1, 2022)

The research environment forms the creative activity of higher educational institutions. The integration of higher education into the scientific and technical space should be organized and stimulated through the formation of an innovation policy in the development of a set of measures for the higher education system. It is these integration processes that should serve as the basis for the formation of tactics and strategies for the scientific and innovative development of the education system in the Republic of Kazakhstan.
The current tasks of the development of university science should be: firstly, regional, national and international collaboration of scientific activities; secondly, stimulating the consolidation of universities with research centers and research institutes; thirdly, increasing human resources and creating conditions for scientists; Fourthly, the development of the ecosystem of commercialization of the results of scientific and technical activities and fifthly, the synchronization of the scientific interests of the university with the priority areas of development of applied science, taking into account the needs of the regional economy within the framework of the science-production-business chain.
The defining feature of the Kazpotrebsoyuz KARA is its innovative activity, the advanced nature of development. To ensure the high quality of the educational process, scientific and innovative activities are actively implemented at the university. Financing of scientific and innovative activities is carried out on the basis of attracting funds from various sources. In particular, the university's own funds, funds from the republican and local budgets, as well as funds from third-party customers of research works are used. Due to this, in recent years, the financing of scientific and innovative activities of the university has exceeded 250 million tenge.
Last year, the University completed two research projects at the expense of grant funding from the Ministry of Education and Science of the Republic of Kazakhstan. The university's teaching staff has implemented 9 scientific projects under contracts with organizations and enterprises of the Karaganda region within the framework of the science-production-business chain.
In 2022, the university successfully passed accreditation as a subject of scientific and/or research activities and received a certificate, which is an official recognition of the compliance of the university's research activities with the requirements and standards established by the legislation of the Republic of Kazakhstan.
Currently, the university is implementing a project under the ERASMUS + program "Development of a master's program in business management of industrial enterprises for countries with economies in transition" and two grants under the Jean Monnet program.
University scientists make a certain contribution to the promotion of Kazakhstan in the country ranking by the total number of articles in indexed international databases (task 2 of the National Project). Thus, over 8000 units of scientific literature have been published: 175 of them are articles and monographs indexed in the Scopus database, 90 in the WoS database, and more than 300 in the journals of the COXNVO. Scientific publications reflect not only the results of the research work of the Faculty of the University, but also their collaboration with Kazakhstani and international colleagues. It should be noted that the geography of joint publications covers leading universities and research institutes in Kazakhstan, China, Spain, Russia, Bulgaria, Ukraine, Czech Republic, Uzbekistan, Latvia, Austria, Fiji, Kyrgyzstan, Poland, Slovakia.
Within the framework of the direction "Improving the competitiveness of the scientific ecosystem" of the National Project "Technological Breakthrough through Digitalization, Science and Innovation", the University has created and successfully operates the basic elements of the university's scientific and innovative infrastructure, which includes the Research Institute of Economic and Legal Research, the Dostyk Coworking Center and educational scientific and industrial complexes. The main task of these structures is aimed at creating favorable conditions for the implementation of scientific and innovative projects of the teaching staff, students, undergraduates and doctoral students of the university.

Changes in the labor market, taking place under the influence of the global financial crisis, changing employment strategy. It is based on the principle of the priority programs of training and retraining.

This principle is the basis for national policy in all developed countries. In Austria, in the programs of training and retraining of personnel involved 89% of the population in Denmark - almost 80%, Finland - 77%, Sweden - 71%, Switzerland - 68%.

Especially interesting is the experience of Japan. One of the secrets of "Japanese miracle" lies in understanding the new role of education in society, is that business has made a major bet on the person. Continuous training of all categories of staff, continuous training and professional development - these are the basic strategy and objective of the personnel policy of Japan. On retraining Japanese companies spend annually by 10-12% payroll.

The faculty of the Karaganda Economic University developed the program of retraining and qualification focused on getting new employee competencies.
